cold start

Now that I've put the boat away for the winter (atleast for fishing) I've come to the time of year where I can make any repairs as necessary. I have a 1994 Evinrude 115. It's always been tough to start even in the dead of summer. I put new plugs (previous owner did anyway) and I've rebuilt the carbs, this still doesn't help the hard to start moments. any suggestions. As far as I know, everything works fine, seems to have lots of power, always starts just gives me fits when its cold.

Agree. That engine is a bear to start cold without the choke working. You can test your choke solenoid to be sure if it's working. Prime the fuel hose bulb. Pull the choke hose line off the top of the upper carb. (it's the very small hose.) Turn the key to start (crank the engine) and push in on the key switch. Fuel should run out of the top hose. That's normal.

Agree with all the above and make sure your battery connections are clean and shiny bright and your battery is strong enough to spin the engine 250/300 rpms for a good strong spark. Good luck
