I thought my 1974 70hp johnson was leaking oil from the lower leg,it is coming from the inside were the prop attaches to the lower leg it is a whiteish bubbly liquid, but when i touch and smell it it smells like gas and feels dry is this just the exhaust.

Yup, that's unburned gas and oil. Nothing to worry about. If it smells like gasoline you can be sure. That's the trouble with the exhaust outlet being right over the prop. It's messy.
