commander 3000 throttle cable adjustment

Hello,
I have a 96' Glastron GS 185 with a Mercruiser 4.3 with Gen 2 Alpha 1 outdrive .
I've only had this for a couple months but have noticed that the throttle is rather stiff and may need adjustment. Also when moving the handle forward it doesn't increase rpm's until the handle is almost all the way forward. Maybe that's normal, especially for a 20 year old setup, but I'm not sure. I'd like some help with getting it adjusted and figuring out if maybe replacement would be the better option. The steering also seems a bit loose. I'm new to boating although I'm an older guy (60).
Your guidance would be appreciated

You may have to google or You tube your Commander 3000 throttle cable adjustment. You can also unhook the throttle cable from the carb to better isolate your stiffness and adjustments. Steering could issue could be in your bell housing bushings , cable connection on outdrive or steering head. Again remove cable from outdrive and then see where your play is. Most smaller boats with I/O's and a deep V hull wander at slow speeds,especially close 1-5mph.
