compression 120-98-65-122.wont start

Ok I just bought this boat (91 capri W/ 120 hp L-Drive) that has been sitting for at least 2 years.. it wont start, I checked the spark with one of those in line spark plug tester lights. all the cylinders are firing. I bought a new battery, starter. and compression tester. when I try to start it it wont start. tested the compresssion was as follows

#1 120
#2 98
#3 65
#4 122

now i know that is bad and I will need to fix the top end. pistons, rings or maybe?? but shouldn't the boat at least start and run a little, even if it runs like crap? I'm wondering if there is something else wrong besides the low compression on the number 2-3 cylinders. making the boat not start at all???

The only thing you havn't mentioned is the carbs, Check them right out, might be a blocked jet.
Wind out the plugs and see if they are wet with fuel.
If they are dry, it is a fuel problem

Something to start with. HA HA :D
