Somewhere around 110 should be ok, as long as there is not a difference of more than 15% between the two. Why do you think the rings are worn?Poor compression is usually from scored/scuffed pistons and cylinders, and yes the rings have something to do with those conditions. An engine can have good compression in the cylinders but have poor compression in the crankcase. That will certainly affect how it starts and runs
