confused about zinc trim tab, 25 hp johnson

the confusion comes from some years don't have them and others do. i have a 96 25 johnson which has a trim tab but my 1985 didn't. what was johnson/evinrude's thinking on whether to have one or not?

The trim tab is to couneract engine torque which wants to make the steering pull to one side. They probably added it because of complaints about steering. OR, maybe because some of the competition has one and they wanted to be "just as good as"....or the competition doesn't have one and they wanted to be "better than". Personally, I've never seen a 25 with objectionable steering. Big motors, yes.
