OK here is the deal---

I bought a boat from Georgia and I live in Texas. GA happens to be a non title state and Texas is. At the same time the owner didn't have his registration or just didnt register his boat. I bought the boat from a legit boat salesman so I have a bill of sale to me and the previous owners bill of sale.

I went to texas parks and wildlife website to find out what exactly I need to register my boat (since the people in the parks and wildlife office are of no help).....I found out I need

-Affidavit of fact (PWD 314)
-Verification of No Record From Government Agency

Does anyone know what exactly these are and where I can obtain them.

While I feel your pain, I warn people time and time again that if you live in a title state do not buy a boat, car, truck, trailer or anything else for which the current owner cannot produce registration for. Doing so may mean you are buying stolen property or at a minumum are opening the door for a painful paperwork experience. And if you sell a boat, car, truck or trailer, go with the person to your local registrar and ensure that vehicle gets immediately transfered.

I built my boat, so I had to go through a few procedures to get it registered initially. More recently, I did some significant modificatons to it which resulted in a change in length. That's when I had to fill out a PWD 314. Here is a link to Texas Parks And Wildlife for this specific form.

Maryland is a title state.
You can't give away anything w/o a title.
No tickey - no laundry.

I know. Bought a boat from NY (non title state) and brought it home to MD. Lucky enough the guy gave me a registration that was 8 years old at the time. They took it no questions asked.
You can always research the numbers on the boat and re register it in GA if needed and then change it to TX after.
Also depending how you want to register it you can always list it as a "home built" but that takes the name of the manufacture off of it.

I had a similar issue with an automobile, Might be the same for parks and recreation. I believe it goes hand in hand with the lost title application process. You have to go to [DMV] and file for lost title. Provide bill of sale, they will do a VIN background check to see if it had been registered in state, if not they will issue new title.

Keep in mind all my references to DMV are because I dealt with this situation with an auto. Parks and Rec or whatever governing agency for your location is your point of contact. Good Luck.

If that form isn't on the TPWD website for download, you'll have to call them back and find out where to get it. I've had the best luck calling the "nice ladies" in Austin after 10 a.m, but before Noon. Or as already said, you could just re-register it in GA and then proceed with the Tejas paperwork mess.

"Verification of No Record" from a government agency is a print out of an NCIC check
NCIC is the National Crime Investigation Center
Any State or Local Police/ Sheriff Dept can run this check from your VIN number
If it is not stolen, it will come back negative and it's clear to register
Make sure you get the print-out from the source
