Connecting Throttle Cable to Outboard?

I recently replace my throttle and shift cable. The shift cable is installed correctly. I am having some issues with the throttle cable. Do I need to put in the retainer clip? When I do and I test the throttle it pulls right out. In the pictures below what advice can you give me on installing the throttle cable correctly. When I bought the boat used the retainer clip (If that is what it's called) was installed. I did notice that the plastic housing that is attached in the motor to the throttle was broken. So basically I need some advice.
