Control box powers everything off key?

I've got a 2220 lowe deck boat. And previously it lookes like all the power was wired off the key on power from the control box. First concern is that sometimes when I check the power from that wire coming off the box Its 12v sometimes it reads 7-9v. That could be the crappy wiring that's been done though. Second concern is that can the control box support powering everything. Pumps, nav lights, interior lights, and radio.

The motor wiring harness should not be used to power all that stuff.

Yeah I dove into the wiring on the boat for hours today. Testing and probing the multiple different wires. Some of the console was wired to the control key on with grey as the hot wires, some of It was using purple as a hot, and finally the switches all used a typical red for a hot that mysteriously disappeared into the boat. Then grounds were pretty much the same. Some of it had its own ground with a black that again mysteriously disappeared into the boat. Most of what was left "working" ran to the control for ground. So originally the key on power i imagine was just supply the gauges power. Then later at some point all the power got drawn off that supply.

I finally found where the red and black disappeared off to. Tucked up hidden out of site in the battery area. This is the original power supply to the console and switches so I rewired that back to the battery. Straightened out the mismatched powers and grounds so that the wiring on the console is back how I assume it was stock. And the control key on just supplies the gauges. The messed up thing was all the scotch clips. And for the most part the stock harness was fully intact and once it's own power supply was re hooked in it all worked fine. I'm not sure why it was ever messed with.
