control cable too short

1986 evinrude 70 hp. I replaced the throttle control cable and did a link and sync. But I cant get the idle rpm lower than about 1500 on muffs because I cant adjust the cable any farther. It is screwed completely in and doesnt pull the lever back far enough. Are these cables adjustable somewhere else? Thanks

Can we assume it's an OMC/BRP cable? You are talking about the black plastic adjustment nut? Maybe you need to double check your link & sync.

I pulled this cable from an evinrude 140 about the same year model. Yes , I am talking about the black adjustment nut. The only adjustment for the low speed timing and idle speed appears to be the cable nut. The upper connecter rod is unadjustable(solid). From looking at parts catalogs all 1980 models appear to use the same cables, so I am stumped. But I will recheck, maybe the throttle plates arent closing fully. Thanks
