Cables are typically available in 1 foot increments. Take a close at the ones you have along their entire length. At one time there was most likely a part number printed on it. If you can find the number, then that's a good place to start. Then you can reduce by a foot if you really need to.
Steering cables must be the exact length required to fit the boat. Throttle and shift cables, however, can be a little long. (Obviously if you get these cables too short then you'll end up sending them back.)
Also, throttle and shift cables have to move with the engine each whenever the engine is moved during a turn. Chafing of these cables will ultimately happen unless they're protected. You might consider wrapping the new ones with some spiral-wrap or split loom once you get them installed. Spiral-wrap and split loom are typically used to bundle electrical wires, but they work well for this purpose too.
