Any gearshift electric start motor from 1955 on to 1970 or any pull start from the same period. Yours is missing either the shift or throttle lever (I'm guessing the shift lever) so it would be pull started, shifted on the motor then accelerated with the lever. If it is electric start the wiring bundle would be connected to the start switch and choke button.
Quicksilver was the olde tyme word for Mercury.

Interesting controller that would be great to rebuild and refinish. The only thing that I see odd is that the remaining cable(s) exit the controller via the front of the controller. So that would tell me it mounted on the port side of the boat.

Is it rebuildable, probably. Just need to open it up and see what's all needed and start your search.

Fits older MARK series motors from 35 -70. Since it has 2 cable suspect on lever is broken off. Toss the harness as wires likely bad..

You can see where the shift lever broke off as it still in neutral
