Control question

I have a 16900A15 control box and noticed a problem with the shift/throttle handle. The top half of the handle is plastic and slides up off the cast aluminum section. Is this piece just epoxied to the cast piece? The problem is when in gear it rises and the pulls on the trim wiring in the box. I didn't notice anyway to retain the top half. Help....
