I have a 91 bass tracker with an original tracker control handle--the are two switches, one down on the bottom right of the panel--two way -left or right- and one up on the top outside part of the throttle handle--two way--does any one know what these are for --they do not work or make any noise---second , does the fuel filter bubble have to stay nearly full of gas--mine does not have hardly any fuel in it

Fuel filter is fine. Post a picture of your controller, I think one of your switches is an unused tilt and trim switch on the handle, and the other a tensioner to prevent the throttle from vibrating back underway.
