controls binding when shifting

i have a 2000 johnson 130 with a top mount omc control box. it looks like this

when i'm in the warm up, just throttle position the handle has the full range of motion (both fowards and backwards) and glides nicely, when i go fowards it shifts into gear and i get full throttle nice and smoothly. however when i go into reverse it shifts smoothly but i cannot get any throttle. i tried today and if i push really hard i can get throttle in reverse. I dont want to keep it like that cause inevitably something feels like it will break. i had taken the box off over the winter cause there was some play in the box. i cleaned, regreased and tightened everything. the cables pull very nicely both connected to the box and not connected to the box. any suggestions?

cables might not be properly adjusted.... you might have to play with the fine adjustment on the cable on the motor side
