correct torque for gimbal ring nuts?

I read a post awhile ago about the 2 nuts on the top of the gimbal ring. What do they effect if loose? I have a 1998 Bravo III. Is it a u/bolt? Do I have to go inside the boat to hold nuts on the inside to tighten or does it olny have nuts on the outside? Mine seems to be tight but not getting any tighter on one side and I dont want to mess it up so I'm asking.

I believe it is 50# & it is a ubolt.....
But it has been awhile, I'd wait for some feedback from someone who has worked on one that vintage recently......​

Yes, it is a ubolt, and the torque is 50 to 55 ft. lbs.
