The petcock water fitting on the block is built up so as I can not reinstall the petcock .
Is there a way to loosen this residue other than tap and die !?

Ayuh,.... Ya need a Short tap too...
A standard tap can/ will interfere with the inside wall, before it cuts threads...

Ya might be able to grind flutes into a piece of iron pipe/ fitting to clean 'em up...

1/4 NPT
In the future, when winterizing and you remove the plugs to drain, put the plugs back in so the threads don't get all rusty.
Put a spot of gasket sealer on the plug. More for corrosion resistance than sealing the threads.
