Could I have a bad fuel line on 75 horse Mariner?

Just had my carbs rebuilt and fuel pump put on by my mechanic but the boat is still surging and hesitating and not idling properly. He went through the motor and said that my spark and compression were good but he did say I might want to think about changing my fuel line with a new bulb and filter. I noticed that when it was running that there was a lot of smoke and oily residue. It is oil injected so that would suggest that the oil to gas ratio is off right. I also think the plugs are fouling making it hard to start after it has been running. Am I on the right track?

What kind of a mechanic would return a engine to someone that is not working properly. Yes, a bad fuel line could cause surging from a lean condition but should be over come by pumping the bulb, but your engine sound rich the way you describe it, for the smoking make sure the oil injection link is moving freely and if it is, the only 2 thing that would cause a rich condition would be leaking carbs (float to high or leaking inlet) or a leaking fuel pump diaphram.

He adjusted the floats on the carbs which is what I gave it to him originally. They arent flooding out anymore and he replaced the fuel pump diapram. He ran the motor on his tank instead of mine because he can assure the freshness of the gas. When I left his place I put fresh gas in the tank with some Seafoam in it. Maybe I got some bad gas.
