Could I have more than one problem?

Hey guys, I feel bad for askin but this is just givin me fits over and over again.

I have a '69 Evinrude Triumph 55hp (55973A) that won't run to save it's life. It started out the spring perfect after a new starter. About the 3rd time out, it started to surge, and now the only way to keep it running (and even then it's iffy) is to constantly pump the primer bubble. I know, fuel delivery. I found a leak at the fuel pump, but after taking it apart and re-assembling it, it stopped (at least visually). I'm also not so sure about the obvious diagnosis because I still seem to be able to flood the motor.

So today I went out and pulled all 3 spark plugs. They all have spark, but it's a kind of light blue and about 1/4" tops.

So I evidence that I am getting (at least some) fuel and (at least some) spark. What I don't have is the knowledge to figure out which (or both) is causing the issue. Any help would be greatly appreciated.

you have a fuel supply problem. are you sure the fuel pump is pumping. air you sure that there is not a leak in the pulse line to the fuel pump,

Ethanol and fuel lines
replace all fuel line with Alcohol resistant lines. Ethanol deteriorates, the rubber lines, then they start to sluff off on the inside, going directly to the carbs. Settling to the bottom of the bowl. Contaminating the carbs high speed jets. clean a rebuild carbs, flushing fuel line before connecting to carbs.

How do you test whether or not the pump is pumping? I pulled the fuel filter line off and there's definitely no problems up to that point, but I don't know how to test the pump.

What's the pulse line?

And all my lines are already alcohol resistant. Somebody was nice and did it before I bought the boat.
