Could it be the gas tank

A friend of mine is stumped. He has a 25 hp 1988 Merc outboard that stops running unless he continues to prime the fuel line bulb. If he tilts his gas tank to one end, the engine will keep running. He bought a brand new fuel line, but the engine still dies out. Before he considers an engine fuel pump problem, is it possible that something is wrong with the gas tank itself?

Ck the pickup in the tank by looking thru the fill if it's in place he needs to put a fuel pump kit in the engine and I beleive the only way to get one is in a carb kit
