cowling causing cutout??

hi my mercury blueband 65 hp 2 stroke outboard from the 70's idles perfectly without the cowling on and when we put it on it cuts out. it is on the same side as the starter motor and nothing to do with the timing or acceleration is it electical or mechanical????could it be something like earthing??

Possible the cowling is causing a drop in "free air". might be an issue with carb/air filter. The other would be an electrical short of some sort. Just guessing, but I had problems like that, due to a poor cowling gasket. When the cowl was off, ran great, but on, it sucked up exhaust fumes, and ran poor at idle. Mind you it was an eveinrude.....but.....
