Crazy tach

I have a 88 erude 120 looper engine runs fine,elect differant matter, shows correct rpms to 2,000 then goes crazy, sits at 7,000 until I go back to idle; also voltage guage shows 12 whereas norm 13.5. could this be loose connection or perhaps bad regulator

I'd be looking at the rectifier as the cause. Could be a bad ground at the battery, too. check all the connections and let us know..
