Might be worse then seals if you are in a climate that freezes over the winter. Lower units should always be drained and refilled at the end of the boating season. If that lower unit sat over the winter with water in it and froze it will expand the metal and could rip it open. I would inspect around the bearing cage and around all the sealed areas. Remove the prop and check for fishing line wrapped around the prop shaft. What is the make, and model number of this motor? Refill it with gear lube as soon as possible to help prevent rusting.
