I just bought a cruiser Inc 254 Holiday 450 hours on engine the boat sat for 5 years in shrink wrap and another 2 years open, I have replaced Plugs, oil filter,impeller kit, batteries,fuel, still runs a little rough any Ideas.

The pro's here will need more information about your boat to help you out. Engine make, model, year, serial#, outdrive model, carb or EFI.
You should do a compression test to see if the engine is mechanically up to specs. If it is then finish the tune up, plug wires, cap, rotor, fuel filter(s), check timing including advance timing, and adjust carb.
There is also a fuel filter at the inlet of the carb. You have to remove the inlet fuel line and then remove the large fitting that the fuel line screws into. Be sure to REPLACE THE SEAL on the large fitting.
