Thats just algae from sitting in the water all summer. I assume that is fresh water that is frozen below the boat.

It looks like the boat is normally in a wet slip and that algae grows on just about anything in the water. The boat should be hauled out every once and a while or at least at the end of the season to have it cleaned off. It takes a little muratic acid to get it off. It is kind of a messy job but not too difficult.

The real concern is if there is that much algae it is a sign that the owner didn't keep the boat maintained properly. There may also be some blistering of the gel coat and that may not be visible until after the algae is cleaned off.

At first glance I would call that cosmetic deposits of maybe calcium or lime, but it may hide more ominous faults.

It is awful thick. Vinegar might take it off, but I would try Lime-Away first. Even with that it looks like a big job.

Looks like you got a visit from the dough boy, but seeing that every think points to this being a neglected boat, that "Don't Panic" sign is quite appropriate.

It looks like a tree branch laying in a slow stream fed by a limestone source. Saw this in Northern Indiana growing up.

Maybe Lime-Away will work.
