The stater will not turn fast enough to crank the engine, I tryed new Batteries but it will not turn over. The question is (A.) can the starter go bad and still turn and (B) how much play in the starter should there be. I assume that if the motor had gone bad it would be the brushes and not turn at all. Any advive would be good.
Thanks

Yes it can be bad and still turn. What happens is a variety of things. Poor connection from the brush to the armature. Armature windings open or poorly connected to the armature. Poor spring tension to seat the brush to the armature. Brushes too short.

Play? from the teeth meshing with the flywheel?
