De-carb treatment?

New to this forum, it's very informative. I'm relatively new to boating (1 year) but have been riding and repairing both 2 and 4 stroke quads for quite a while. I have seen many mentions here of 'De-carb' treatment. I am not familiar. Can anyone enlighten me to the purpose and process, please? The more technical the better.

I use SEA-FOAM in all my engines and how to use it is best explained on there web site.
