Decarb question

I was going decarb (sea foam) and also rebuild the carbs on my motor.
115 johnson 1998 60 deg. with about 200 hours if previous owner was truthful.
Silly question but should I decarb first or clean the carbs first? Dose it matter?
I've had the boat for almost 3 years and don't belive it has ever been decarbed. I have changed plugs, impeller and water/fuel separator. Hard to start when cold, runs a little rough at slow speeds/idle and smokes like crazy.

I would personally decarb first.

Put your old plugs back in for the decarb and first hour or so afterwards, then put the new plugs back in. The decarb could foul them.
