deck prep for repainting. small chips.

I am going to repaint, over the gelcoat, my deck on my 1959 Glasspar Seafair Sedan. I have quite a few small little chips scattered across the deck. before i fill them i want to prep them well. My deck has hundreds of teeny little chip holes, as seen in the photo. Would it be enough to sand these and clean before filling, or do i need to make each one bigger, as in dremel them out? It seems like a lot of work if so, but i would like to do it right the first time.

It depends on what you want it to look like, the more prep you do the better it will look, and hold up.
