Peel away loose and grind back to well adhered fiberglass
Which may mean removing all of it on the deck back to and up the sides of the hull some. Plus down the vertical face @ either side of the black locker/hatch, hatcn onto the hull sides and out onto the deck (floor).
Then redo it w polyester resin, fiberglass and gelcoat....
But 1st, figure out why it delaminated:
Poorly done by factory?
Modified to accept that black locker/hatch and not well sealed after?
Age and poorly maintained?
Left uncovered in the weather when not in use?
New used boat to you, owned since new or owned for several seasons?
Probably not 100% sound 1 day, and peeled/curling the next....
