Did I mess up?

More problems for me. After starting the 77 Mercury 50 horse I just bought and seeing that it wasn't pumping any water. I pulled the lower unit to find that the impeller was mangled. Not a problem. I replace the impeller, put the lower unit back on and think that's about the time I messed up. Now regardless of whether the shifter is in F-N-R the prop only turns the motor over when you turn it backwards. If you turn it forwards it just clicks. I've been told the clicking is normal that it's the clutch dogs? But It surely can't be right for it to only have pressure when turning it backwards in both forward and reverse. Where did I go wrong? Did I maybe not get the cam right that raises and lowers the engine lock or does that have anything to do with it? I'm a newbie to merc's and I like this motor but need to figure out where I've went wrong. Thanks

Ok figured that out. Should've paid more attention to what I was doing. After pulling the lower unit again I see that the cam that unlocks the motor Is also the shift selector linkage. After reading some other posts on here I decided to pull it apart and investigate. Problem solved HURRAY for all the knowledgable people on here to help out the newbies that are trying to learn LOL. As they say "You learn from your mistakes". Thanks guys
