Difference between a carb rebuild kit and a carb repair kit??

I was looking around on eBay and see both of these terms floating around, but the strange thing I noticed is that most show a picture of the parts but almost none showed a kit with a new needle and seat
Does anyone have the mercury parts numbers for the carbs on a 1997 Mecr 40 HP, 4 cylinder two stroke, my bottom carb is flooding, it is either a bad needle and seat or a float that sunk or out of adjustment, or dirt in the seat.

Boy they can really stick it to the user, every carb kit I ever bought always had a new needle and seat, good thing I asked

BTW my brother has a boat with a 75 stinger on it that runs perfect he would like to swap with someone for a bigger motor, same brand

the needle and seat is usually the cause of a carb flooding and when you take the carb apart you ruin half the gaskets

You only replace needle and spring as seat is permanent in carb and only use OEM as I have had problems with aftermarket one as springs to long...
