Dive boat

I'm looking into purchasing a pontoon style house boat minimum 30ft long stripping it down to bare bones with bench seating and 1 bunk and using it for charter dives I'm thinking of using outboards as they are easier to winterize and can be used in freezing conditions without much worry I am thinking twin 90s as this should be enough hp to push the boat and make maneuvering quite easy I am designing the boat myself and would need a charter captains license and insurance I am currently looking at pricing right now I wold possibly put more bunks in so the family and I can take trips as well does this sound like a feasible plan or should I get a bigger boat

I think my only question would be how stable will pontoons be on big water if/when the weather kicks up. Otherwise sounds like a good idea.
