Do I need new throtle cable?

I have a 96 90HP V4 Johnson. When I engage the throtle arm it travels quite a bit before i get some acceleration. So I have a short range of speed. I don't believe the cables have ever been changed.

Is it time to change the cables or do I need to adjust the cable?

Try adjusting the cable until you have a paper-thin gap between the roller and cam on top of the engine.

My comment above goes for the 60 Looper with OIS ignition. For some reason my editing of the post with this info did not appear.
