do i need this spring

hello,ive a 1981 25hp blueband and something is puzzling me .you get the actuating lever (throttle )connected to the contol lever ,these two bits join together with a spring in the middle (under tension ) ,as my spring is broke cant i just glue these two bits together so they act as one unit or does the spring have some use
as per diagram (parts 16 and 12 )

It wouldn't be there if it wasn't needed. Manufacturers don't add parts to an engine if they are not necessary. The bean counters would have a stroke!

The spring allows the spark advance and the carb linkage to operate somewhat independently. This does not change what Silvertip said if you can make it work without it, get a hold of Mercury they pay people well to save a penny here and a penny therw.
