Does portable gas tank have a filter and gasket?

Hi,

I bought a 1972 Deck Boat with a 55 HP. I've had my boat out one time. After running at WOT for a few minutes it drops RPM to almost nothing for a minute, then revs back up. I know it's not the gas as I dumped the old gas before I took the boat out for the first time. It sounds like a fuel supply problem to me. So I'm trying the cheap easy stuff first. I figure I'll replace the gas filters, hoses and squeeze bulb. I have a portable plastic tank. Is there a screen or filter on the dip tube inside the tank? If I take off the fitting on top, is there a gasket between it and the tank?

The cheapest and easiest would be running the engine with the filler cap loose. The vent may be clogged.

I'll give that a try. But I don't think it's the vent. I did remember to open the vent before starting the OB. Thanks.
