Does rpm limiter on power pack shut a cylinder down?

The PP #585260 is on a J48ESLEDC1996 and sometimes both cylinders are firing and sometimes not. The carbs are ok so would it be safe to say it was a PP or would a stator or wiring harness have something to do with it? Pr is a DVA the only way to find out? Thanks.

Do both cylinders misfire or just one particular cyl?
Swapping the coils around would show whether the problem follows the coil.
You can do troubleshooting without a DVA, a timing light is helpfull to see whats firing and whats not.
