I have a 16' flat bottomed fiberglass dory wiyh a 25hp outboard on it. I have two questions: 1) How far should the anticavitation plate be below the bottom of the boat and what effect does it have if its too low? Would Smart Tabs work well on a flat bottom style boat? The bow rises up pretty high on the boat and can be a little unstable with one person in it.

The Cavitation plate on the motor should be at the same level as the bottom of the boat.

Use the ST980-30 for this application, your high bow rise will be reduced between 50% and 70%. The ride and handling will improve dramatically, and the performance will improve on both acceleration and top speed.

On the cavitation plate - - nautiJohn is right about where it SHOULD be. However I have a 9.9 hp longshaft hanging on a 12' al skiff with a short shaft transom. This rig does not follow the rules but performs just fine for what I use it for.
