Drain holes in transom?

I have a 1984 21ft Chris Craft Scorpion with an outboard. I just bought the boat this spring and the transom was redone just before I bought it. The deck is what I beleive is called a self bailing deck. There are 2 drain holes that go through the transom with a flap on the outside so water drains out and water doesn't come back in. My question is this.... Should there be some sort of thru-transom fitting in these drain holes? Right now they just look like a hole drilled thru the transom with the flapper screwed on the outside and a finished chrome peice on the inside of the boat. The actual inside of the drain hole is just the wood coated with a silicone like substance. Is this normal? Seems kinda cheap if you ask me. Will this be ok or should I be concerned with water getting in the wood?

Phil - Yeah you are right on to be concerned. I would pull all of that stuff out and very thoroughly clean out the silicone. Then liberally smear 3m 5200 sealer over the wood and anywhere water could get to the wood. Then reasssemble.

take a toilet paper roll and glass the heck out of it, make a fibreglass pipe and then drill the transom holes to the diameter of the glass pipe, then glass it into the boat.......good luck

Is 3M 5200 sealer clear? The transom was replaced by professionals so maybe they used 3m 5200. Whatever it is it's firmer than silicone. Guess I should do it myself to be sure though.

I really don't want to drill bigger holes through the transom. If the 3M 5200 will do the trick I'll do that.
