drain plug collar gasket?

I noticed today the top screw on the aluminum drain plug collar was installed very crooked to where you could see the threads thru the drain hole - wasn't securing anything. I decided to remove the screws, get things cleaned up and installed correctly. I have a couple questions after removing the collar:
1. because the top screw was installed crooked, can I fill the old screw holes (if so, with what?), rotate the collar roughly 1/4 turn and drill new pilot holes and install new SS screws?
2. in the photo, is this a special gasket (it looks like it is manufactured) or do I just use some type of silicone sealant?

Oh yea, it is on a 2004 Tahoe Q4 F/S

Ayuh,... You need a New garboard plug,...

garboard plug that is on it is ok - i removed it for the pic. Just wondering about the "gasket" that was on it and if i can rotate it and drill new holes because the top hole is jacked up

Get yourself some marine epoxy ....the type you cut off and knead in your hand...... fill the old holes .......rotate the plate and drill some new pilot holes and put a dab of epoxy in them when you install the screws again....... you could use epoxy to seal the edges or even a bead of 3m400 or 5200 under the plate.

Common repair ;)

best not to use silicon underwater, especially if you moor the boat. But 5200 is a permanent seal, that that's an area that often needs work, so use a non-permanent marine sealer for your "gasket".
