Dry Firing 1992 200 HP Merc

Hi folks, I have a 1992 Mercury 200 HP 2 stroke. I am taking the boat to Big Bear Lake in California, and I have been told that I will be required to start the engine out of the water to make sure all is dry (part of the Quagga Mussell Inspection) prior to being allowed to launch my boat. I was always told this was bad. Does anyone have any feedback on this?

I have heard of visual inspections where the officials look at your rig at the ramp to make sure it is dry to check for invasive species (as in the instance of moving from one body of water to the next), but I have not heard of any official forcing anyone to start their engines without water running through it. There may be a self-checking form to download that you can present to the officials when you get there...you need to check for such a form or call them for verification.

In Colorado, we are required to lower our motors during inspection, but not start them. They want any water in the lower unit to drain out.
