dumb newby question about shift cable

i hope this is in the right forum too. my apologies if it's not. i have an '89 bayliner capri that had a 2.3l/cobra setup at one time. all of it was removed and replaced with complete mercruiser 898 series setup (350 motor and outdrive) i was able to get all the pieces from a parts boat, everything. the problem, and maybe it's not a problem, maybe it's just me, and that's what i need to know. i've got the project almost complete, and currently working on the throttle and shift cables. i've followed a couple different manuals to make sure of location and such. every cable works great, nice and smooth, full range of motion, exactly like it should. until i attached the lower unit. now, i cannot get it to shift into reverse. i set everything with it in forward and then in neutral. does the motor need to be running for it to shift right? i hope that's the issue and that i am just brain dead. but i want to make sure. thank you.

Should shift with the motor off, you may be off 1 spline if you dropped the lower unit for a pump.

I'm waiting on an answer too. I just wanted to pop in and tell you I got a chuckle!! Shift cable problems here too!
