I don't know but that particular brand of meter is not well made. They have issues with the contacts on the selector knob. You have to wiggle it to get the correct reading.
I looked at the manufactures site and didn't find a manual, but its for outboard testing. Finding on other sites about the amount of voltage which should be read while cranking on the stator wire should read 25 to 50 volts. So maybe the arrow is showing this (18V) is the minimum you should have
Just found out it's the minimum mark for switchbox output test cranking or running 180v, for the green wires going to the coils, if one of your terminals is lower than the arrow, switchbox is bad or going bad,
