E-tec E200 engine will not lower all the way down?

Even when releasing the Manual Release valve screww, the engine will not go all the way down. Cycled it and tried 100 times, even stood on the lower end for more weight. No obvious blockage anywhere outside. Locks are all correct. No bends or other damage evident. Lowers smoothly to within 50% of trim range. No clunking or banging to a stop. Trim motor seems to be pumping OK. Thanks. Not sure what to order to fix this. No dealer in my area. What do I need?

You've checked the fluid level?

Does pump continue to operate when the leg stops descending?

BTW, if you don't have an OEM shop manual, you are at a severe disadvantage.
