e-tec flushing port

The manual for my e-tec says you can direct connect a hose to the flush port and clean the engine without running.

When I attach a hose and turn the water on, it doesn't go anywhere. No water coming out of engine and water shooting out from where it is screwed in.
Is it possible this is plugged?

I have a 2007 225hp e-tec.

When I flush with the hose (motor off) water comes out the pee hole, exhaust and several other areas of the lower unit.

Does anything come out of the discharge hole right above where the hose attaches?
I tried a new hose with a tight connection and all I get is water out of a small hole at the bottom right of the lower unit.

The hole in the gearcase is the drain hole for the water pump cavity so water is getting through the system. When you run the engine, water will come out the prop and when the thermostat opens, more will come out the slots on the aft part of the gearcase.
