E2OCRC05 lower unit removal

I disconnected the piece behind the window of the LUnit and it will drop down about 8-10" but won't come all the way out. Moving the shift lever still moves the unit up and down like it is still connected. What am I doing wrong? Its about an '85 Evinrude 20hp with pull start. Thanks.

No I didn't. Looks like the water pump top has to come off. I don't remember doing one like that before.

Remove the water intake screens. Use two wrenches and disconnect the upper portion of the shift rod connection. Do not let the lower portion of the shift connection to turn. This will change the shift rod length. Ok with the upper portion disconnected, slide the upper portion of the connection up the shift rod to expose the plastic cone shaped keeper underneath the nut. The keeper has a vertical slit that allows the keeper to be removed with a finger nail. Then shift the motor into forward, and the upper nut on the shift rod can be removed. Don't lose the keeper, they like to get lost easily.
