E30TELEOB throttle plate relocating itself, backfires, no start

I fished with a buddy on the Suwannee today. Fortunately I ran up river and floated back down and as I was going to crank the motor back up it coughed and backfired and wouldn't start. I tried to give it a little throttle, but I noticed the throttle was completely seized up, I couldn't turn it. I got it back to the house to try and diagnose it, I thought maybe my tiller throttle cable had corroded it jammed or something. Eventually I figured out that the metal plate that the throttle linkage connects to had rotated with the direction of the engine until it bound up. I think this may have been affecting the timing, causing it to backfire and not start. Is this possible? HOW? How do I fix it? What keeps that plate from rotating around with engine rotation, or what would cause it to rotate on it's own like that? I *think* it is part number 39 in this diagram.

Pull your flywheel and see if the bolts that hold it to the timer base have backed out.

Do I need a special puller to take off the flywheel?

I just use my steering wheel puller making sure that the bolts from the flywheel are even. Once I have it tight with a wrench I tap the top of the puller lightly with a hammer and they usually jump rigth off. Sometimes you need to tighten a little more, tap, retighten, and tap again. Once it is off unbolt the stator and I am betting that the bolts that hold that retaining ring have worked loose and are rubbing on the timer base so it can't move and advance the timing. That would explain your rough running and poor performance.

So you're saying that my motor is retarded? :p

I will pull it and check it out. Couldn't hurt to inspect everything in there anyway, this motor was used in a fairly commercial setting in lots of salt water.. plenty of corrosion :/

Salt is no engines best friend and I'm not sure that you can clean one up enough after a salt water excursion and enviroment. Let us know what you find under there.

Is it acceptable for that plate to have a small amount of up and down play? I didn't pull the flywheel yet but I looked at it last night to make sure that the slotted screw on the starboard side of the motor wasn't loose, and it appeared tight and no other screws were visibly missing.
