I fished with a buddy on the Suwannee today. Fortunately I ran up river and floated back down and as I was going to crank the motor back up it coughed and backfired and wouldn't start. I tried to give it a little throttle, but I noticed the throttle was completely seized up, I couldn't turn it. I got it back to the house to try and diagnose it, I thought maybe my tiller throttle cable had corroded it jammed or something. Eventually I figured out that the metal plate that the throttle linkage connects to had rotated with the direction of the engine until it bound up. I think this may have been affecting the timing, causing it to backfire and not start. Is this possible? HOW? How do I fix it? What keeps that plate from rotating around with engine rotation, or what would cause it to rotate on it's own like that? I *think* it is part number 39 in this diagram.
