Eagle Z9000 won't power up

Howdy!

I bought a used boat-Eagle Z9000 came with it, no manual, can't find one on-line

The Eagle won't power up. I have 11 volts at the female 6-pin connector. Any idea why it won't turn on? Is the unit toast?

The low voltage may be the culprit.
