Early 80s 35hp Evinrude water flow issues

Hello! I have a new to me 35hp Evinrude, with 78 transom mount and therefore serial number. The gearbox however looks like an early 80s one with the gear linkage just above the gearbox rather than in the midsection. So lets assume its a E35RCTS as it looks identical in the drawings apart from the manual choke on mine.

When run in a can, the water pours out of the two exhaust ports in the midsection, but only trickles out of the tell tail. Assuming there is a blockage in the cooling circuit, with the symptoms described where would it most likely be? The engine runs cool, after 5 min idle it only gets to 35 degrees C which is 96 in your currency and its even around the head and block, with exhaust cover being few degrees hotter.

Should i look under the exhaust bypass cover first, or the tsat cover? Any advice would be greatly appreciated!

Thermostats often fail " open " remove cylinderhead cover and inspect.

Thank you for a quick reply! So you think its the tstat? But wouldn't that make it overheat? Will need to order a gasket so can replace it at the same time. Will pull the cover and report the findings! Thanks again.
