The water partly comes out of the exhaust relief hole, which is midway up the leg. The rest comes out of the bottom exhaust by the prop. If you're running it a barrel, the water needs to be halfway up the leg.

Most of the cooling water leaves with the exhaust under water. A little will be blown out of the exhaust relief hole(s)
Does your "early 80s" model have teltale? I think it should.

If you dont know when the pump impeller was last changed or it has not been changed recently change it!

I have an '84 6hp. The trouble with that is the grommet at the top of the water tube gets squeezed, by corrosion, over the top of the tube until it blocks the water flow completely.

While you have the gearcase off to renew the impeller connect a hose to the watertube and make sure you can get a good water flow though the engine. If not investigate that grommet. The water passages in the cylinder head can also get blocked with scale etc
